Register as a data certifier

How to register and set up your account if your role includes certifying data.

Register more than one certifier in your authority. This should be your official deputy S151. If this is not possible, arrange for a deputy or delegated certifier to be assigned for the appropriate collection. This makes sure a certifier is always available.

The S151 certifier must authorise the deputy S151 and delegated certifiers. Authorised deputy S151s can also authorise delegated certifiers.

Register and log in

Use the start using Delta guide to register your Delta account and sign in.

Go to ‘My account’ in the top right of your screen.

Select ‘Certify data’ box in ‘My roles’ tab. View reports will already be ticked. Keep this option if you need to view grant transaction reports.

If you only need to certify submissions on Delta, do not tick the 'Provide data' box. Certifiers will not be able to certify a submission they have submitted. Not having this option selected means you are less likely to make errors.

Select ‘Save’ and continue.

Data certifier roles tab

You will now see a ‘Data certifier roles’ tab. Select this.

Select your role. Only one S151 officer is allowed per authority.

If you need to, select the local authority and repeat for each authority required.

Once approved S151 officers and deputy S151 officers will automatically get access to certify all collections that require it. There is no need to select individual collections.

S151 officer registration

Section 151 officers only need to sign terms and conditions.

Your section 151 officer roles will now show as ‘Approved’ in the data certifier roles tab.

You can now certify data and approve deputy S151s and delegated certifiers.

Deputy S151 registration

Deputy S151 requests need to be approved by the S151 officer. The request is sent via an email to the S151 officer for approval.

If the S151 officer is incorrect or has been replaced, request that the new S151 officer registers. This will send them an email invitation.

Delegated certifier registration

Select the delegated data certifier role. Select the authority if you get this choice. Repeat this process for each authority required.

Select the collections you need to certify for the authority you selected at the last screen. Check the details on this screen and send the request to be approved by the S151 or deputy S151. Your request will show as ‘Requested’ until it has been approved. You will not be able to certify until it has been approved.

Approving other data certifiers in your authority

S151 Officers can approve deputy S151s and delegated certifiers. Deputy S151s can approve delegated certifiers. You will receive an email for each approval request, but you can also view these on Delta by going to:

My account > 'Data certifier roles' tab > Approve/reject request(s)

Checking ‘My details’

Check your details in the ‘My details’ tab. A phone number is useful if we need to talk to you directly. Your position in your organisation helps us identify specific roles such as CFO.

I am also a data provider

Access to submit data is done in the ‘My Collections’ tab. Allowing access to collection groups only gives access for providing data. It does not give you access to certify forms. Use the Data certifier roles tab to manage certifier access.

At the bottom of the My Collections tab you may see a list of collection groups you also have access to. Contact the Service Desk if you need to make changes to these. Send a request to the service desk If you need to register for a local authority that is not listed in the my certifier roles tab of your account.
